Amended instructions rogeriing the wocedure in be followed in

Dnnection with the Accounts of certain Colonies, Protectorates, and Mandated Territories falling under the medal control of Hia Majestyis Tesaurs, as from the ocean ta for the reax Ichi

(or 1941-45) inclusive.

The institution of incial control by His Majesty's Treuauxy normally follows the receipt by a Colony from United Kingdom funds of a grant in aid of los 1 revenues, whether by way of free grant or loan; suel, control may, however, be instituted for other reasons: The control will continue for such period after the cessation of the grant as may be consi tered necessary in particular cases, not exceeding three years save n exceptional circumstances. In all cases where it has been decided that Treasury control shall be imposed, the institution and cessat on of such control is governed by an official letter to the Colonial Office from the Treasury, a copy of which will be sent by the Treasury to the Director of Coloniel Audito

In the case of Locounts falling under the financial control of His Majesty's Treasury, the Accounting Officer of the Vote for Colonial and Middle Eastern Services will ascertain that authorities from the Lords Commissioners of His Majesty's Treasury have been obtained as laid down in the succeeding instructioZLe

The receipt of grants from the Development and Welfare (Colonies, etc.) Vote, will not bring a Colony under the financial control or His Majesty's Treasury, and the following Instructions apply to expenditure of the Colony excluding expenditure on scheme s Pinenced in whole or in part from that Votes

Approval of the estimates of the Colony for the year. Prior sanction for provision for expenditure under any head of the approved estimates which will cause the total provision under the head to be exceeded by more than ten per cent; provided that in the event of some unpredictable happening necessituting abnormally high expenditure (e.ge hurricane or cyclone damage) sanction for supplementary provision for such expenditure should be sought separately and without regard for the ten per cont margin referred to above.

Prior senction for any changes of the following nature affecting the pensionable establishment provided in the approved estimates of the Colony, viz:«

(a) the eruttok of eddational pools Corrying an

initial solary of 2600 per enkum or over, or any zeorganisation of posta carrying an initial salary of 4600 pur caran or over which will cause a net increase in the annuel expenditure on the particular items of the pensionable establishment anvolved;
